Keep one build on 8.5.1 to test WORKSPACE
Fixes the -Wdeprecated-declaration warnings
enabled by default in Bazel 9 that come from the
single-arg Invoke().
Fixes the new -Winconsistent-missing-override that
we intentionally use in a test.
Upgrades RE2 to a version compatible with Bazel 9.

We avoid overloading or specializing `testing::Throw` as this is fundamentally a different operation than throwing the object.
However, we disable the corresponding overload of `testing::Throw` to prevent likely mistakes in the usage.

to use the macros.

A few tests are examining code locations and looking af the resulting line
numbers to verify that GoogleTest shows those to users correctly. Some of those
locations change when clang-format is run. For those locations, I've wrapped
portions in:
// clang-format off
...
// clang-format on
There may be other locations that are currently not tickled by running
clang-format.

Now that googletest has moved to C++11, it should no longer
use NULL or 0 for the null pointer. This patch converts all
such usages to nullptr using clang-tidy.
This prevents LLVM from issuing -Wzero-as-null-pointer-constant
warnings.
