Disable SVE2 functions that caused test failures

The following macros are disabled because they caused test failures:
    HAS_ARGBTOYMATRIXROW_SVE2
    HAS_HALFMERGEUVROW_SVE2
    HAS_UYVYTOUVROW_SVE2
    HAS_YUY2TOUVROW_SVE2

HAS_ARGBTOYMATRIXROW_SME is also disabled because ARGBToYMatrixRow_SME()
has the same code as ARGBToYMatrixRow_SVE2().
