libyuv.h: Add scale_rgb.h and remove scale_row.h

libyuv/scale_rgb.h declares an API function, so it is a public header
and should be included by the umbrella header libyuv.h.

libyuv/scale_row.h should be an internal header. It should not be
included by the umbrella header libyuv.h.
