Wan-Teh Chang	3cf54e90d3	Fix -Wmissing-prototypes warnings ... Declare functions as static. Declare functions in a header. Include the header that declares the functions. Delete undeclared and unused functions ScaleFilterRows_NEON() and ScaleRowUp2_16_NEON(). Delete unused function ScaleY() in psnr_main.cc.
