1. Fix multi-bit TestCpuFlag(A | B) checks in AYUVToNV12, AYUVToNV21,
RAWToRGBA, NV12ToRGB24Matrix, NV21ToRGB24Matrix, MergeRGBPlane, and
MergeXR30Plane to compare == (A | B) so AVX-512 VBMI/BW kernels are
not dispatched when AVX512VBMI or AVX512VL is absent.
2. Fix 2-byte SVE2 heap buffer overflow on odd widths in
I422ToARGB1555Row_SVE_SC and I422ToARGB4444Row_SVE_SC using
trn1/trn2 + st2b under .b predicates.
3. Fix ARGBPolynomialRow_SSE2 to use packssdw before packuswb, and add
missing vzeroupper to SplitRGBRow_AVX2.
4. Fix CalcFrameSsim to return 0.0 instead of 0.0 / 0 (NaN) when
width <= 8 || height <= 8 so I420Ssim stays finite on small frames.
5. Fix negative-height vertical inversion in ConvertFromI420,
SplitARGBPlane (when dst_a is NULL), I422Rotate, I010Rotate, and
I210Rotate.
6. Fix horizontal flip (negative x/dx) in ScaleFilterCols_NEON (signed
sbfx #16, #16 offset extraction) and ScaleAddCols1_16_C (shift

NEON Any BPP (3 -> 4), fix AB64ToARGBRow_Any_*, ScaleColsUp2_SSE2,
ScaleUVRowDown2Box_SME, and UYVYToARGBRow_SME macro guards, fix SVE2
loop tail branches (b.lt/b.ge), and remove duplicate HAS_* macros.
10. Fix ConvertFP16ToFP32Column_NEON loop condition and unsigned b.lo
underflow on widths < 8 or not multiples of 8.
11. Fix UYVYToNV12 IS_ALIGNED(awidth, ...) checks and WASM SIMD
IS_ALIGNED(width, 16) checks in I420ToRGB24Matrix /
I422ToRGB24Matrix.
12. Wire SplitUVRow_SVE2, SplitUVRow_LSX, and SplitUVRow_LASX in
NV24ToARGB.
13. Fix MJpegDecoder heap buffer overflows in LoadFrame (reallocate
databuf_[i] when scanlines_size changes), DecodeToBuffers, and
DecodeToCallback (clamp scanlines_to_copy to lines_left and align
skip to max_v_samp_factor).
14. Replace width & (vl - 1) tail calculations with post-loop remainder
across 18 SVE2 functions in row_sve.h for non-power-of-2 SVE VL,
and remove duplicate label 2: in UYVYToARGBRow_SVE_SC.
15. Handle width & 15 tail pixels in DetileToYUY2_C and validate
IS_POWEROFTWO(tile_height) in DetileSplitUVPlane and DetileToYUY2.
16. Avoid signed 32-bit overflow in DivideRow_16_C and C16TO8, fix
ClampFloatToZero_SSE2 pointer increment (lea 0x4) and loop counter
(sub $0x1), and initialize xmm3 in ARGBCopyYToAlphaRow_SSE2.
17. Check max leaf 7 subleaf and max extended CPUID leaf in GetCpuFlags
before querying subleaf 7:1 and extended leaf 0x80000021.
18. Free plane_u on error in I422ToNV21, and fix 4x/2x scratch row
over-allocation in ScaleARGBBilinearDown and ScaleUVBilinearDown.
19. Add ARGBSetRow_RVV and ARGBShuffleRow_RVV in row_rvv.cc.
20. Fix NEON mask (15 -> 7) in ScaleUVRowUp2_Linear_Any_NEON /
_16_Any_NEON, use SIMD InterpolateRow + SplitUVRow in NV16ToI420,
wire SSSE3/SSE2 in ARGBToI400Matrix / ARGBToYUY2Matrix /
ARGBToUYVYMatrix and RGB24Mirror, and split HalfFloatRow multiply
into (src * scale) * 2^-112 to avoid 50x Intel denormal stalls.

- Process 16 pixels (48 bytes) per loop iteration using three 128-bit

- Use wasm_i8x16_relaxed_swizzle when __wasm_relaxed_simd__ is enabled

The strict architectural requirements between features are reasonably
relaxed and difficult to map out fully, in particular:
* FEAT_DotProd is architecturally available from Armv8.1-A and becomes
mandatory from Armv8.4-A.
* FEAT_I8MM is architecturally available from Armv8.1-A and becomes
mandatory from Armv8.6-A. It does not strictly depend on FEAT_DotProd
being implemented however I am not aware of a micro-architecture where
FEAT_I8MM is implemented without FEAT_DotProd also being implemented.
* FEAT_SVE is architecturally available from Armv8.2-A. It does not
strictly depend on either of FEAT_DotProd or FEAT_I8MM being
implemented. The only micro-architecture I am aware of where FEAT_SVE
is implemented without FEAT_DotProd and FEAT_I8MM both also being
implemented is the Fujitsu A64FX.
* FEAT_SVE2 is architecturally available from Armv9.0-A. If FEAT_SVE2 is
implemented then FEAT_SVE must also be implemented. Since Armv9.0-A is
based on Armv8.5-A this implies that FEAT_DotProd is also implemented.
Interestingly this means that FEAT_I8MM is not mandatory since it only
becomes mandatory from Armv8.6-A (Armv9.1-A), however I am not aware
of a micro-architecture where FEAT_SVE2 is implemented without all
three of the above features also being implemented.
Additionally, when testing under emulation there are sometimes bugs
where even mandatory architecture relationships are broken. For example
there is one known case where SVE2 may be reported as available even
when SVE is explicitly disabled.
To simplify these dependencies, don't try to enable later extensions
unless earlier extensions are reported implemented. This notably
penalises code if it were to run on a Fujitsu A64FX, however this is not
a likely target for libyuv deployment.

Now with additional #ifdef __linux__ guards to avoid compiling
Linux-specific code on non-Linux platforms. Non-linux feature detection
will be added in a separate patch.
Using getauxval(AT_HWCAP{,2}) has the advantage of also working under
emulation where faking /proc/cpuinfo is not supported.
For the Chromium sandbox, getauxval is supported since API version 18.
The minimum supported API version at time of writing is 21 so we should
be able to use getauxval unconditionally. On the off-chance the call
fails it will return 0 and we will correctly fall-back to using only
Neon.
If we want to read the current CPU implementer or part number we could
do this by checking HWCAP_CPUID and then reading MIDR_EL1. This will
cause a kernel trap to emulate the EL1 read but should still be a lot
faster than reading the whole of /proc/cpuinfo.

In particular there are a few extensions that are interesting for us:
* FEAT_DotProd adds 4-way dot-product instructions which are useful in
e.g. ARGBToY.
* FEAT_I8MM adds additional mixed-sign dot-product instructions which
could be useful in e.g. ARGBToUV.
* FEAT_SVE and FEAT_SVE2 add support for the Scalable Vector Extension,
which adds an array of new instructions including new widening loads
and narrowing stores for dealing with mixed-width integer arithmetic
efficiently and predication for avoiding the need for "any" cleanup
loops.
This commit simply adds support for detecting the presence of these
features by extending the existing /proc/cpuinfo parsing, splitting it
into separate Arm and AArch64 functions for simplicity.
Since we have no space left in the bitset entries between Arm and X86
entries, we reuse some of the X86 entries for new AArch64 extensions.
This doesn't seem obviously problematic as long as we avoid setting
kCpuHasX86.

Fail log:
[ RUN ] LibYUVBaseTest.TestLinuxRVV
Note: testing to load "../../unit_test/testdata/riscv64.txt"
/scratch/brucel/libyuv/src/unit_test/cpu_test.cc:290: Failure
Expected equality of these values:
kCpuHasRVV | kCpuHasRVVZVFH
Which is: 1610612736
RiscvCpuCaps("../../unit_test/testdata/riscv64_rvv_zvfh.txt")
Which is: 536870912
[ FAILED ] LibYUVBaseTest.TestLinuxRVV (17 ms)
Reason:
The root cause is "\n" may be contained in the ext variable.
The last of extension substring contains "\n".
For instance, test case riscv64_rvv_zvfh.txt, the last substring is "zvfh\n" instead of "zvfh".
Solved this failure by removing "\n" which is at the end of line.
NOTE: We avoid using strstr() to solve the problem here.
Becasue using strstr() will violate the parsing rule, if future extension contains "zvfh"(e.g zvfhxxx).
Log after modification:
[ RUN ] LibYUVBaseTest.TestLinuxRVV
Note: testing to load "../../unit_test/testdata/riscv64.txt"
[ OK ] LibYUVBaseTest.TestLinuxRVV (38 ms)
