Add src/third_party/cpython3 CIPD packages for Linux and host platforms
('\''infra/3pp/tools/cpython3/${platform}'\'' at '\''version:3@3.11.9.chromium.38'\'').
This enables hermetic Python execution in Siso builds where Siso configs
inherited from build/ require the hermetic Python binary at
src/third_party/cpython3/linux-amd64/bin/python3 on remote workers.
