Frank Barchard fc0dc6c339 [libyuv] Update build files with missing sources and sort lists 
Update Android.bp, Android.mk, BUILD.gn, CMakeLists.txt, and
libyuv.gypi:
- Android.bp: add unit_test/convert_argb_test.cc to test sources
- Android.mk: add source/row_rvv.cc and source/scale_rvv.cc
- BUILD.gn: add include/libyuv/cpu_support.h and
  include/libyuv/row_sve.h
- CMakeLists.txt: alphabetize source files (convert, convert_from,
  rotate, scale)
- libyuv.gypi: add include/libyuv/row_sve.h

Test: ninja -C out/Release libyuv_unittest

libyuv is an open source project that includes YUV scaling and conversion functionality.

  • Scale YUV to prepare content for compression, with point, bilinear or box filter.
  • Convert to YUV from webcam formats for compression.
  • Convert to RGB formats for rendering/effects.
  • Rotate by 90/180/270 degrees to adjust for mobile devices in portrait mode.
  • Optimized for SSSE3/AVX2 on x86/x64.
  • Optimized for Neon/SVE2/SME on Arm.
  • Optimized for MSA on Mips.
  • Optimized for RVV on RISC-V.
