Fix the dependencies of the supported_groups parser test

mbedtls_ssl_tls13_parse_supported_groups_ext() only exists when
PSA_WANT_ALG_ECDH or PSA_WANT_ALG_FFDH is enabled, but its test only
depended on MBEDTLS_TEST_HOOKS, MBEDTLS_SSL_SRV_C and
MBEDTLS_SSL_PROTO_TLS1_3. test_suite_ssl therefore failed to build in
configurations without ECDH and FFDH, such as the one of the
test_tls13_only_psk component.

Also depend on MBEDTLS_SSL_TLS1_3_KEY_EXCHANGE_MODE_SOME_EPHEMERAL_ENABLED,
as the key_share parser test does. The ephemeral key exchange modes
require ECDH or FFDH, so the parser is available whenever this
dependency is met.
