Improvements detection of features, part 13. Don't explicitly enable constexpr tests for old compilers, that not fully support consteval because it's not fully support basic C++20 constexpr. Added 2 additional modern configuration.

Replace C-style casts with static_cast/const_cast so -Wold-style-cast
is clean, and enable that warning in the Unix test builds and the
amalgamated-header CI job.
