Frank Barchard 561a9780e2 YUV to RGB avoid avx assist 
Here are the functions flagged for mixing both SSE and AVX (or AVX-512)
instructions, which can trigger an AVX transition/assist performance
penalty:

Libyuv Functions addressed in this CL
   * I422ToARGBRow_AVX512BW
   * HalfFloatRow_SSE2

Not addressed:
   * ScaleFilterCols_SSSE3
