Also adds NV12ToNV21 as a macro alias for NV21ToNV12 in

I have successfully ported the usage of ARGBToYRow_AVX2 to dynamically detect and utilize ARGBToYRow_AVX512BW when available.
Here's a summary of the changes:
1. Source Modifications: In both source/convert.cc and source/convert_from_argb.cc, I searched for all references where ARGBToYRow_AVX2 was
being conditionally used (which operates on 32 pixels).
2. AVX512BW Detection: Immediately following those blocks, I injected a new check for kCpuHasAVX512BW. If the CPU flag is present, the logic
now utilizes ARGBToYRow_Any_AVX512BW by default, falling back to the fully aligned ARGBToYRow_AVX512BW when the width is aligned to 64
bytes.
3. Profiling: After building and compiling the tests (doyuv3x), I validated the change using perfyuv3 ARGBToNV12_Opt | cat. The test
successfully executed and the performance profile indicated that ARGBToYRow_AVX512BW successfully executed (taking up ~18% of CPU cycles,
replacing the previous AVX2 specific instruction overhead for the Y row extraction).
The HAS_ARGBTOYROW_AVX512BW macro implementation now fully supports all AVX2 conversion paths to utilize AVX512BW when the system processor
flags allow it!

Details by Gemini:
1. Created 3 new Matrix functions:
Added ARGBToYMatrixRow_SSSE3, ARGBToYMatrixRow_AVX2, and
ARGBToYMatrixRow_AVX512BW to source/row_gcc.cc. These take the
const struct ArgbConstants* c parameter similarly to
ARGBToUV444MatrixRow_*. The x86 vector instructions dynamically
calculate the needed values using the properties of the constants
struct, including using vpmaddwd inside the AVX512 code to offset
the lack of a native vphaddw.
2. Replaced Old Functions with Wrappers:
Modified the existing implementations of ARGBToYRow_SSSE3,
ARGBToYJRow_SSSE3, ABGRToYRow_SSSE3, ABGRToYJRow_SSSE3,
RGBAToYRow_SSSE3, RGBAToYJRow_SSSE3, BGRAToYRow_SSSE3 (and their
_AVX2 equivalents) in source/row_gcc.cc to act as inline wrappers
calling the new ARGBToYMatrixRow_* functions, passing the right
matrix parameters (e.g. &kArgbI601Constants, &kArgbJPEGConstants,
&kAbgrI601Constants).
3. Added row_any.cc Handlers:
Added ANY11MC definitions to source/row_any.cc to autogenerate
ARGBToYMatrixRow_Any_SSSE3, ARGBToYMatrixRow_Any_AVX2, and
ARGBToYMatrixRow_Any_AVX512BW which safely handles non-aligned
tails.
4. Updated include/libyuv/row.h:
Updated the headers with the proper void declarations for all newly
generated Matrix and Any_ variants. Also defined
HAS_ARGBTOYROW_AVX512BW in the CPU macros.
5. Tested the Implementations:
Compiled and tested on Linux x86, which resulted in all tests passing
cleanly. Also successfully completed all Windows 32-bit build checks
ensuring 32-bit regression prevention without issues.

This commit reworks the implementation of ARGBToUVMatrixRow_SVE2, using
an approach similar to that recently used in
61bdaee13a701d2b52c6dc943ccc5c888077a591.
In particular we can rework these SVE2 implementations to use 8-bit
dot-product instructions instead of 16-bit, allowing us to process more
data in a single vector.
To ensure that the input values fit in 8-bits, negate the UV constants
arrays passed to the kernel and undo the now-unnecessary flipping of the
middle two component values.
This commit mostly reverses the performance inversion where the Neon
I8MM implementation was previously faster than the SVE2 implementation.
The reduction in runtime observed compared to the existing Neon I8MM
implementation is now:

Several consumers of libyuv do unified sources build where many source
files are #include'd together to make compilation units larger and allow
for more optimization chances. But for LoongArch there is a wrinkle:
LASX and LSX code paths are implemented in separate files, unlike the
other currently supported architectures, and some definitions are
duplicated e.g. struct RgbConstants.
Since the duplicated content is identical across the two files, short of
some bigger refactoring, we can simply place #ifdef guards around the
definitions to fix unified sources build for LoongArch.

Several of the existing SVE kernels used calculations of the form:
remainder = width & (vl - 1) == 0 ? vl : width & (vl - 1);
This is due to initial SVE contributed code unconditionally using the
predicated tail for the final iteration even if the width was a perfect
multiple of the vector length.
In the current code the fully-predicated main body loop will instead
iterate through the width completely and simply skip over the tail
entirely. Skipping over the tail means that the case handled by the
ternary condition now never occurs, and the remainder calculation can
now simply be:
remainder = width & (vl - 1);
This avoids the need for a compare and conditional select in the
function prologue.

Since the UV components are duplicated in I422 we end up wasting half of
the vector bandwidth processing the same elements twice. By unrolling
the kernel to process two vectors of Y per iteration we can fill a whole
vector of U/V components.
Rather than packing RGBA components into pairs during the narrowing we
now just narrow into individual component vectors and use ST4B instead.
This by itself is slower on some micro-architectures like Cortex-A510
but the benefit from unrolling significantly outweights this.

This reverts commit f480fa1c4a4af0ce3c34cd7b1ab0d85f1a36ce17.
This code has a number of small issues:
* The YUVTORGB_SVE_SETUP macro requires p0 to be initialized to
all-true, however the existing kernel does not initialise p0 until
after this macro is called, so flip the order.
* The p2 register is missing from the clobber list, so add it.
* The existing code uses the wrong condition flags when determining
whether to do the tail iteration using WHILE instructions or not.
Additionally the number of tail iterations is incorrect, as it was
incorrectly not changed from when the tail code was always executed.
While we are here, make another few small improvements:
* Remove the single-quote digit separators as requested here:
https://chromium-review.googlesource.com/c/libyuv/libyuv/+/5622133
* Remove "volatile" from the asm block counting the vector length. This
particular asm block cannot be removed by the compiler since the
output register is consumed by subsequent code, so "volatile" is
unnecessary here and we remove it.
* Add some additional empty comments to force clang-format to put macros
into the next line rather than on the same line as other asm.

To fix this, amend the TANY macro to explicitly specify the fallback

This is mostly similar to the existing NV{12,21}ToARGBRow_SVE2 kernels
except reading the YUV components all from the same interleaved input
array. We load four-byte elements and then use TBL to de-interleave the
UV components.
Unlike the NV{12,21} cases we need to de-interleave bytes rather than
widened 16-bit elements. Since we need a TBL instruction already it
would ordinarily be possible to perform the zero-extension from bytes to
16-bit elements by setting the index for every other byte to be out of
range. Such an approach does not work in SVE since at a vector length of
2048 bits since all possible byte values (0-255) are valid indices into
the vector. We instead get around this by rewriting the I4XXTORGB_SVE
macro to perform widening multiplies, operating on the low byte of each
16-bit UV element instead of the full value and therefore eliminating
the need for a zero-extension.

The existing code first widens the component vectors from 8-bit elements
to 16-bits to construct the final ARGB1555 result, however this is
unnecessary since the inputs to the widening are themselves the result
of having just been narrowed in the RGBTORGB8 macro.
By making use of the new RGBTORGB8_TOP macro we can get rid of both the
widening as well as the prior narrowing step.
